The National HIV Behavioral Surveillance (NHBS) is an ongoing collaborative project to help monitor and direct local and national HIV prevention efforts by identifying the prevalence and trends in sexual and drug-use risk behaviors among certain high-risk populations, and their exposure to and use of HIV testing and other prevention services supported by federal, state and local funds as well as the effect these programs and services have on HIV risk behaviors. Primary surveillance objectives in each of the participating areas include:

  1. Estimating the prevalence of and trends in specific sexual and drug-use behaviors known to be associated with HIV/STD infection.
  2. Estimating demographic, social, and behavioral correlates of behavioral outcomes of interest.
  3. Estimating the prevalence and trends of HIV testing behaviors, and exposure to and utilization of HIV/STD prevention services funded by CDC and state and local health departments.
  4. Characterizing prevention-service gaps and missed opportunities for prevention.

HIV behavioral surveillance will cycle between known MSM and IDU populations, beginning first with MSM in 2003 and 2004. Participants will undergo an interview, receive monetary compensation for their participation, and obtain referrals for HIV prevention counseling and testing, case management, or medical care as needed. The behavioral interview will assess sexual, drug-use, and HIV/STD testing and other prevention-service-utilization behaviors with both standard and site-specific measures.
